ANNOUNCEMENTS

Official documents issued in Argentina (including Argentine Government documents, corporate documents, business agreements, records, among others) will be usable or acceptable in the Philippines only if they have consular authentication by the Philippine Embassy in Buenos Aires. Each document that will be used in the Philippines must be individually legalized and then individually authenticated by the Embassy.

The Philippines is not a member of the Hague Apostille Convention. An official document will be authenticated by the Embassy only after it has been legalized by the Ministry of Foreign Affairs of Argentina. Check the requirements for legalization of documents with the Ministerio de Relaciones Exteriores y Culto (https://www.mrecic.gov.ar/es/asistencia-consular/legalizaciones-y-apostilla-en-el-pa%C3%ADs)

All documents in Spanish or other foreign language should be submitted together with its corresponding English translation.

PROCESS OF CONSULAR AUTHENTICATION AT THE PHILIPPINE EMBASSY:

After the document has been legalized by the authorized official of the Argentine Ministry of Foreign Affairs, it can now be submitted to the Philippine Embassy for consular authentication.

Reminder: Along with the originals, please prepare a photocopy of your documents in A4-size paper.

EMBASSY CONSULAR FEES:  

Authentication: US$25, payable in cash and in US dollars only.

PROCESSING PERIOD

Processing period for consular authentication is TWO (2) working days (not counting the day of application and holidays) upon receipt of the complete documents.

EXPRESS PROCESSING FEE

If you pay an additional fee of US$10.00 per document, your document/s may be processed and released the next working day.

 

The Embassy of the Philippines does not authenticate documents issued in the Philippines. Private, commercial and legal documents issued in the Philippines for use in another country can be authenticated only by the Department of Foreign Affairs (DFA). DFA authentication services are provided at the following locations, all in Metro Manila:

  • Medical Certifications authenticated by the Department of Health
  • Professional Regulation Commission documents
  • Land Transportation Office (LTO) License Certification issued by LTO main office only
  • Foreign documents authenticated by a Philippine Embassy or Philippine Consulate-General
  • Foreign documents authenticated by a foreign Embassy or foreign Consulate-General in the Philippines
  • School Records (transcript of records, diploma, Form 137, etc) with a Certificate of Authentication and Verification (CAV) from the Commission on Higher Education, Technical Education and Skills Development Authority or Department of Education
  • School Records with a Certificate of Authentication and Verification (CAV) issued by a State College or State University

 

BUSINESS HOURS

 

The business hours of DFA NCR-Northeast , DFA NCR-East, DFA NCR-West and DFA NCR-South are 10:00 a.m. to 6:00 p.m, Mondays to Saturdays.

 

AUTHENTICATION FEE

 

As of the writing, the authentication fee is as follows:

  • regular processing, PhP 100 per document, for releasing after four working days
  • expedite processing, PhP 200 per document, for releasing after one business day

 

SUBMISSION THROUGH A REPRESENTATIVE

 

Documents may be submitted for authentication by an authorized representative in the Philippines. The authorized representative must have a valid identification and must present the following:

  • signed Special Power of Attorney from the applicant
  • photocopy of applicant’s identification bearing the applicant’s signature
  • photocopy of the authorized representative’s identification

Notarial Services

 

The Consular Section of the Philippine Embassy in Buenos Aires provides notarial services primarily for Philippine citizens in Argentina intending to submit notarized documents normally intended for use in the Philippines.

 

Notarial services as provided by the Consular Section DO NOT cover crafting legal documents, nor drawing wills, powers of attorney, deeds, and documents of similar nature on behalf of the transacting public.

 

It is the responsibility of the party availing of the notarization services to craft their own documents based on their purpose and/or the requirements of the Philippine-based office to which the notarized documents are to be submitted.

 

Furthermore, embassy staff and personnel cannot act as witnesses for the public when submitting documents for notarization.

 


Along with the original document and relevant attachments, applicants must prepare an extra set of photocopies in A4-size paper when submitting documents for notarization.

 

Important Reminders for Document Notarization in the Embassy

 

  1. Personal appearance is MANDATORY for notarization of documents at the embassy.


The person availing of notarial services must personally appear at the Consular Section and affix his/her signature on his/her document for notarization in the presence of the consular officer.

 

Should witnesses be necessary, they should be provided by the affiant/deponent and should likewise be physically present to witness the signing of the principal and likewise affix their own signatures on the document for notarization.

 

  1. Presentation of valid proof of identity is a MUST.


A valid, competent evidence of identity must be presented by the interested parties before notarization of documents can be performed. Only unexpired, government-issued identification, bearing the photograph and signature of the affiant will be accepted as proof of identity. A valid Philippine passport would be the simplest proof of identity to present.

 

A valid Philippine passport is the primary proof of a Philippine citizen’s identity.

 

  1. Use your proper legal name as it appears in your valid Philippine passport and be consistent in writing your signature.

 

The name used in the legal document must be consistent with the name appearing in the applicant’s valid proof of identity (i.e. passport). The signature of the affiant must also correspond to the signature in the identification document.

 

  1. DO NOT SIGN YOUR DOCUMENTS IN ADVANCE.


Supply complete and accurate information as required in the document for notarization, except your signature. The affiant‘s signature must be affixed at the embassy, before a consular officer.

 

Types of Documents for Notarial Services

 

The Consular Section performs the following notarial services:

 

  • Acknowledgement:consular witnessing of the signing of a document by the signatory or signatories, such as for authorizations, contracts, deeds, powers of attorney, among others
  • Oaths and Affirmations: administering an oath required for the fulfilment of official requirements of Philippine government agencies
  • Jurat: consular witnessing of the signing and affirming of an affidavit, oath, sworn statement or Petition
  • Copy Certification: making a certified true copy of documents that are neither a vital record nor a public record
  • Certification: providing a certification on certain Philippine documents
  • Translation: translating certificates and diplomas written in Filipino into English

 

ACKNOWLEDGMENT

 

Acknowledgment is the witnessing by a consular official of the Embassy of the signing of a document and the verification of the identity of the signatories. For documents such as authorization letters, contracts of sale, deeds, powers of attorney (Special Power of Attorney, Revocation of Power of Attorney). For this service, the principal signatories cited in the document must:

  1. Provide the complete document for signing;
  2. Personally appear at the Embassy to sign each page of the document;
  3. Each submit a photocopy of passport (information page)
  4. Pay the notarial fee of US$25 per document notarized. Payment strictly by cash and in US dollars only. Regular processing is 2 business days.

 

OATH AND AFFIRMATION

 

A consul of the Embassy can administer the oath necessary for the official requirements of Philippine professional licensure, Philippine dual citizenship, renunciation of Philippine citizenship, among others. For this service, the candidate must:

  1. Personally appear at the Embassy to take oath and sign the documentary requirement;
  2. Provide the requisite form and affixed photograph;
  3. Pay the notarial fee of US$25 per document notarized. Payment strictly by cash and in US dollars only.

 

JURAT

 

The jurat is the official affirmation of a consul of the Embassy that the signatories of a document have attested to the truth of the statements in the document. The jurat is done for documents such as the affidavit, Petition, statement, statutory declaration, among others. For this service, the signatories cited in the document must:

  1. Provide the complete document for signing;
  2. Personally appear at the Embassy to sign each page of the document;
  3. Each submit a photocopy of passport (information page);
  4. Pay the notarial fee of US$25 per document notarized. Payment strictly by cash and in US dollars only. Regular processing is 2 business days.

 

COPY CERTIFICATION

 

The Embassy can make certified true copies of an authentic Philippine passport. Certified true copies of a single-page authentic, valid Philippine civil registry document (birth certificate, marriage certificate) or Philippine identity card (driver’s license, SSS card) will be made only if the item has been authenticated by the Department of Foreign Affairs of the Philippines. For this service, the customer must:

  1. Present the original document for copy certification;
  2. Pay the notarial fee of US$25 per document notarized. Payment strictly by cash and in US dollars only. Regular processing is 2 business days.

 

CERTIFICATION

 

The Embassy issues certifications for certain compliance requirements of private organizations, government agencies, or foreign embassies in Argentina. For this service, the customer must:

  1. State the type of certification required;
  2. Present the necessary original documents necessary for the certification and submit a photocopy of these documents;
  3. Pay the notarial fee of US$25 per document notarized. Payment strictly by cash and in US dollars only. Regular processing is 2 business days.

 

TRANSLATION

 

The Embassy’s translation service is limited to translation to English of certificates and diplomas written in Filipino issued by certain Philippine educational or training institutions. The translations of the Embassy are not official translations. For this service, the customer must:

  1. Provide the original certificate or diploma and its photocopy;
  2. Pay the notarial fee of US$25 per document notarized. Payment strictly by cash and in US dollars only. Regular processing is 2 business days.
  3. Translation cannot be expedited.

 

IMPORTANT

 

Filipino citizens who need their personal documents legalized but are unable to appear in person at the embassy for consular notarization can have their documents notarized before a notary public in the area where they currently reside, with English translation and legalized by the Ministry of Foreign Affairs.
If the notarized documents are intended to be used in the Philippines, however, it should be duly authenticated by a Philippine consular official.

The Embassy does not issue NBI clearances for Filipino citizens. Only the NBI in the Philippines, through its main office in manila or satellite offices, is authorized to issue NBI clearances.If the Filipino citizen is residing abroad, he or she can apply for an NBI clearance through a relative or friend in the Philippines. The embassy does not request NBI clearances on behalf of Filipino citizens.In Argentina, the NBI clearance is the primary document that is accepted by the Argentine as equivalent to the “ANTECEDENTES PENALES”.

 

GUIDELINES IN APPLYING FOR NBI CLEARANCE FOR APPLICANTS ABROAD

FOR NEW APPLICANTS

 

1. SECURE NBI CLEARANCE APPLICATION FORM (NBI FORM NO. 5) FROM THE PHILIPPINE EMBASSY/CONSULATE IN THE COUNTRY WHERE APPLICANT RESIDES. THIS FORM NO. 5 IS FREE AND NOT FOR SALE. A RELATIVE IN THE PHILIPPINES CAN ALSO SECURE SAID FORM FROM THE MAILED CLEARANCE SECTION, 3RD FLOOR, NBI CLEARANCE BUILDING, UN AVE., MANILA;

 

2. FILL-OUT THE FORM AND GO TO THE EMBASSY/CONSULATE OR NEAREST POLICE STATION FOR FINGERPRINTING, WHICH SHOULD BE ROLLED IMPRESSIONS. THE PERSON WHO TOOK THE FINGERPRINT IMPRESSION MUST STAMP HIS/HER NAME AND HIS OFFICE´S SEAL AND THEN SIGN ON THE FORM. ATTACH A 2X2 INCHES PICTURE WITH WHITE BACKGROUND, TAKEN WITHIN THREE (3) MONTHS PRIOR APPLICATION, PHOTOCOPY OF PASSPORT AND OTHER VALID IDENTIFICATION CARD/S;

 

3. OTHER THAN THE INSTRUCTIONS ABOVE, NEW APPLICANTS ARE ALSO REQUIRED TO REGISTER ONLINE AT WWW.NBI-CLEARANCE.COM . A REPRESENTATIVE IS REQUIRED TO SIGN-UP AND TO SIGN-IN TO APPLY FOR CLEARANCE WHERE A REFERENCE NUMBER WILL APPEAR ON THE COMPUTER SCREEN. COPY THIS REFERENCE NUMBER WHICH WILL SERVE AS THE NBI´S CODE IN THE RETRIEVAL OF APPLICANT´S DATA AND STATUS APPLICATION;

 

4. ENCLOSE MONEY ORDER OR BANK DRAFT IN THE AMOUNT OF TWO HUNDRED PESOS (PHP200.00), PHILIPPINE CURRENCY, NEGOTIABLE IN THE PHILIPPINE, PAYABLE TO THE NBI DIRECTOR. CASH IS ALSO ACCEPTED EQUIVALENT TO TWO HUNDRED PESOS (PHP200.00). CLEARANCE FEE IS ONE HUNDRED FIFTEEN PESOS (PHP115.00) AND THE REMAINING EIGHTY-FIVE PESOS (PHP85.00) WILL BE USED TO SEND CLEARANCE CERTIFICATE THROUGH THE PHILIPPINE PORT;

FOR RENEWAL APPLICANTS

 

1. APPLICANTS WHO WERE PREVIOUSLY ISSUED NBI CLEARANCE CERTIFICATES DATED 2011 AND BEYOND WILL HAVE THEIR CERTIFICATES AUTHENTICATED FIRST BY THE INFORMATION AND COMMUNICATION TECHNOLOGY DIVISION (ICTD);

 

2. TOGETHER WITH THE ABOVE, ATTACH A 2X2 INCHES PICTURE TAKEN WITHIN THEREE (3) MONTHS BEFORE APPLICATION, PHOTOCOPY OF PASSPORT OR VALID IDENTIFICATION CARD ISSUED BY THE COUNTRY OF HIS/HER RESIDENCE AND TWO HUNDRED PESOS (PHP200.00) IN MONEY ORDER OR BANK DRAFT ADDRESS TO THE NBI DIRECTOR;

 

3. SEND THE DOCUMENTS TO:

5. HOWEVER, IF RENEWAL WAS ISSUED FROM 2014 TO PRESENT AND THERE IS NO CORRECTION IN THE NAME, PLACE AND DATE OF BIRTH, APPLICANT NEED NOT REGISTER ONLINE. ALL REQUIREMENTS MENTIONED IN ITEM NO. 2 TOGETHER WITH THE CERTIFICATE DATED MENTIONED IN ITEM NO. 2 TOGETHER WITH THE CERTIFICATE DATED 2014 TO PRESENT TO BE SENT TO THE ABOVE-MENTIONED ADDRESS;

6. PROCESSING OF APPLICATIONS WILL TAKE A MAXIMUM OF FIVE (5) DAYS UPON RECEIPT OF DOCUMENTS; AND,

7. UPON RECEIPT OF CLEARANCE CERTIFICATE, EXAMINE IT FOR THE PRESENCE OF EMBOSSED NBI DRY-SEAL. AFFIX RIGHT THUMBMARK ON THE SPACE PROVIDED FOR.

Autenticación de documentos

La Embajada realiza trámites de legalizaciones y autenticaciones de documentos. Generalmente estos documentos son solicitados por Entidades Filipinas ya sea para alguna transacción comercial, para presentar documentación ante alguna oficina del Gobierno, etc.

Los pasos a seguir son los siguientes:

      • Si el documento se encuentra en español, debe ser traducido al inglés por un traductor público quien se encarga de legalizarlo en el Colegio de Traductores de Buenos Aires (este paso es necesario ya que ante las autoridades de Filipinas debe presentarse
      • El siguiente paso es llevar el/los documento/s a legalizar a CANCILLERIA ARGENTINA: Esmeralda 1212. Teléfono para consultas: 4819-7000
      • Luego de ese paso se deben presentar los documentos en esta Representación Diplomática, con los siguientes requisitos:
      • Documento en español e inglés, traducido al inglés por traductor público, legalizado en Colegio de Traductores, y legalizado en Cancillería Argentina.
      • Original y fotocopia de todo el documento a legalizar.
      • US$ 25.- (veinticinco dólares por documento a legalizar, el pago debe realizarse en dólares estadounidenses).

Trámite urgente

La Embajada de Filipinas cuenta con un servicio de expedición urgente para aquellas personas o empresas que necesiten realizar un trámite expeditivo ya sea para visado, servicio notarial, certificación, legalización y/o autenticación.

Se puede solicitar dicho trámite abonando en este caso US$ 10.- (diez dólares estadounidenses) adicionales al arancel correspondiente del trámite que normalmente tarda 48 horas. De esta forma, el trámite se procesa en el día si no faltara ningún requisito para el mismo.
