Invitation to Bid for Security Services

1. The Philippine Embassy in Buenos Aires, Argentina, through authorized appropriations under FY 2017 General Appropriation Act, intends to apply the sum of Two Hundred Thirty Thousand Argentine Pesos being the Approved Budget for the Contract (ABC) for payments under the contract for Security Services from 01 March to 31 December 2017 / 01-2017. Bids received in excess of the ABC shall be automatically rejected at bid opening.

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

            Bidding is open to all interested bidders, whether local or foreign, subject to the    conditions for eligibility provided in the IRR of RA 9184.

5. Interested Bidders may obtain further information from the Philippine Embassy and inspect the bidding documents at the chancery (Zapiola 1701), Mondays to Fridays from 9:00 h. to 17:00 h.

6. A complete set of Bidding Documents may be purchased by interested Bidders from 07 February to 15 February 2017 from the Philippine Embassy. The nonrefundable fee for the Bidding Documents amounts to ARS 161.00. It may also be downloaded gratis from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (www.buenosairespe.dfa.gov.ph), provided that Bidders pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

7. Bids must be delivered to the Philippine Embassy on or before 12:00 H., 15 February 2017. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Section 27.2 of the IRR No. 9184.

8. Bid opening shall be on 16 February 2017, 14:00 H. at the Philippine Embassy.  Bids will be opened in the presence of the Bidders’ representatives. Late bids shall not be accepted.

1. The Philippine Embassy reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
