Undersecretary Manalo Shares Phl Experience as ASEAN Chairman with Argentine Diplomatic Cadets
31 August 2017 BUENOS AIRES – Foreign Affairs Undersecretary for Policy Enrique Manalo spoke about the Philippine chairmanship of ASEAN to a packed audience of Argentine diplomatic cadets at the Instituto del Servico Exterior de la Nacion (ISEN) in Buenos Aires on 24 August 2017.
The Undersecretary’s comprehensive lecture was a significant and timely introduction to the ASEAN and more importantly the Philippines’ priorities during its chairmanship. In addition, the Undersecretary also discussed ASEAN’s efforts at community-building and regional economic integration.
The Argentine cadets expressed enthusiasm in getting to know ASEAN and the Philippines, its priorities during its chairmanship of ASEAN, as well as the diversity of the Southeast Asian region. They also were keen to learn more about the shared Hispanic heritage of the two countries, as well as the writings of Dr. Jose Rizal. A bust of Dr. Jose Rizal is displayed on Paseo de Republica de Filipinas along Avenida de los Incas in Buenos Aires.
Undersecretary Manalo was in Buenos Aires for the 3rd Philippines-Argentina Bilateral Consultation Meeting held earlier in the day.
Undersecretary Manalo Makes Milestone Official Visit to Uruguay for High-Level Bilateral Consultations

30 August 2017 BUENOS AIRES – The relations between the Philippines and Uruguay reached a milestone with the first-ever official bilateral visit by a senior Filipino official to Uruguay recently.
Upon the invitation of the Uruguay government, Foreign Affairs Undersecretary for Policy Enrique A. Manalo met with Uruguay Vice Foreign Minister for Policy Enrique Loedel for high-level consultations at the Ministry of Foreign Affairs in Montevideo on 23 August 2017.
Undersecretary Manalo was the highest Filipino official to make a bilateral visit to Uruguay since diplomatic relations were established between the two countries on 29 December 1975.
The two senior officials had a comprehensive discussion on the state of bilateral cooperation, and on the need to further stimulate political and economic exchanges between the Philippines and Uruguay. They agreed to explore specific bilateral activities and projects to promote trade and investments and further areas. They also agreed to exert effort to implement existing MOUs, such as on agriculture and on sports, with both officials noting that their meeting could serve as a political impetus for sustained and productive collaboration between each country’s other government agencies.
They also had an exchange of views on a wide range of regional and international developments, including the fight against terrorism, drug trafficking and other transnational crimes.
“These high-level consultations will serve to reinvigorate the partnership between the Philippines and Uruguay, as part of the effort to deepen engagement with Latin America as envisioned under the “Bridge Build Bridge” policy of Foreign Affairs Secretary Alan Peter Cayetano. This also bodes well for our plan to convene the first ever formal bilateral consultation mechanism between the two countries as soon as possible”, remarked Undersecretary Manalo.
The meeting was highlighted by the signing of the Memorandum of Understanding between the Foreign Service Institute of the Philippines and the Artigas Institute of Uruguay. The MOU is envisioned to boost people-to-people exchanges between the two countries through their respective diplomatic academies.

20 September 2017 BUENOS AIRES – The Philippine Embassy in Buenos Aires, together with the other ASEAN Embassies, organized a bowling tournament on September 16 at Bowling and Co. Center at the Norcenter Lifestyle Mall, Buenos Aires.
Malaysian Ambassador Dato Mohd Khalid Abbasi Razak, whose Embassy coordinated the arrangements of the bowling tournament, noted that sports could help deepen the camaraderie among the ASEAN Embassies.
He thanked the “ASEAN-5” (Philippines, Indonesia, Malaysia, Thailand and Viet Nam) for their full and enthusiastic support for the ASEAN Family Day Bowling Tournament. Some 50 officials and members of their families came to play, and most won medals and trophies. END

PH Embassy in Buenos Aires, Phl Honorary Consulate in Uruguay Repatriate Two Filipino Fishermen

15 August 2017 MONTEVIDEO, URUGUAY — The Philippine Embassy in Buenos Aires, with the assistance of the Philippine Honorary Consul in Montevideo, Uruguay, Mr. Santiago Cuadra, the Uruguayan Prefecture, and the International Transport Federation (ITF) in the Philippines, Chile and Argentina, repatriated two Filipino seafarers of the Chinese fishing vessel “LU QING YUAN YU 206” from Montevideo, Uruguay on August 12 after they complained of maltreatment at the ship.
Messrs. Ried Joed P. Dela Cuesta and Justin Eric M. Hernandez arrived in Manila on August 14. They expressed their gratitude to the Philippine Government for the immediate and invaluable assistance to repatriate them to the Philippines.END.
