ANNOUNCEMENTS

All foreign volunteer organizations wishing to send volunteers to the Philippines should first register with the Philippine National Volunteer Service Coordinating Agency (PNVSCA).

 

 

Representatives of the foreign volunteer organization or the host institution in the Philippines should communicate directly with PNVSCA for registration. It will be the PNVSCA who will request clearance and authority to issue the 47(a)(2) special non-immigrant visa from the Department of Foreign Affairs (DFA) in Manila. Upon request of the PNVSCA, the DFA will authorize the Philippine Embassy to issue the appropriate visa to the foreign volunteer. It is only upon receipt of the said authorization from DFA that the Philippine Embassy can accept and process the visa application of the foreign volunteer.

 

REQUIREMENTS:

  1. Passport with a minimum validity of six months beyond applicant's intended date of departure from the Philippines;
  2. Duly accomplished Visa Application Formsigned by the applicant;
  3. One (1) 4X4 photograph of the applicant pasted in the designated box in the application form;
  4. Photocopy of applicant’s flight booking, itinerary or airline ticket; and,
  5. DNI original and photocopy

Aliens proceeding to the Philippines to engage in any lawful occupation be it for wages or salary, or other forms of compensation where bona fide employer-employee relations exist fall under this category of entry visa.Applicants may range from various professions, inclusive of medical practitioners, nurses, professors, technical experts, scientists and other skilled professionals for banking, commercial, industrial, agricultural, business, and similar enterprises. Prior approval from the Department of Foreign Affairs in Manila is required prior to issuance of a visa under this category.

 

PROCEDURE:

 

  1. The employing corporation in the Philippines shall file the application for a pre-arranged employment visa under category 9(G) of the Philippine Immigration Act, and submit the necessary documents to the Philippine Bureau of Immigration (B.I.).
  2. After assessment and evaluation of the submitted documents, approved applications are communicated by the B.I. to the Department of Foreign Affairs, Manila.
  3. The Department of Foreign Affairs gives authority to the corresponding Philippine Embassy for the issuance of a 9(G) visa abroad.
  4. The foreign applicant reports to the Consular Section of the Philippine Embassy in Buenos Aires, for the filing of his/her visa application.
  5. The foreigner issued a 9(G) visa by the Philippine Embassy in Buenos Aires shall register with the Philippine Bureau of Immigration for the issuance of appropriate certificates/alien registration card, within seven (7) days upon arrival in the Philippines.

 

REQUIREMENTS FOR THE ISSUANCE OF A 9(G) VISA TO AN APPLICANT IN BUENOS AIRES:

 

  1. Original passport and photocopy of its data page. The passport must be valid for at least six (6) months beyond the intended period of stay in the Philippines;
  2. Duly accomplished non-immigrant visa application form with visa applicant’s signature, attached;
  3. 4x4 color photograph of the visa applicant, taken within the last 3 months, pasted in the designated box in the application form;
  4. Original and Photocopy of Letter of Endorsement from the accepting/employing company or organization based in the Philippines, duly notarized by a Philippine notary public.
  5. Original and Photocopy of Police clearance with English translation and legalized by the Argentine Ministry of Foreign Affairs. (This document must undergo authentication processing at the Philippine Embassy. Additional charges will apply.)
  6. Original and photocopy of medical health certificate (FA Form No. 11 attached) accomplished by a General Practitioner in Argentina, with English translation and legalized by the Argentine Ministry of Foreign Affairs. The medical certificate must also include the x-ray film, laboratory reports, etc. The certificate will be acceptable within six (6) months from the date the examination was conducted. (This document must undergo authentication processing at the Philippine Embassy. Additional charges will apply.)

 

Reminders:

 

  1. Additional documents may be required if and when deemed necessary by the visa officer.
  2. Written authority from DFA Manila must first be received by the Embassy before issuance of a visa can be made.

The term foreign government official refers to an accredited officer of a foreign government recognized by the Philippines, who is a citizen of the country or government represented, and who is proceeding to the Philippines on official government business. This category includes:

 

  • officials of the United Nations (UN) and its specialized agencies who are traveling to the Philippines on business of the UN or at the request or invitation of the Philippine government;
  • officials of institutions duly accorded the status of official international organizations, such as the Asian Development Bank; and
  • officials coming to the Philippines for training, study, or as exchange professors

 

PROCEDURES

 

The Ministry of Foreign Affairs, or the Head of the Diplomatic Mission or International Organization which has direct authority over the concerned official, may send a note verbale to the Consular Section of the Embassy to request for the issuance of a 9(e) visa for a qualified government official.

  

REQUIREMENTS:

1. Official written notification of the impending assignment of the concerned official, via a diplomatic Note at least thirty (30) days in advance of expected travel to the Philippines. The Note should state:

 

  • the particulars of the visa applicant;
  • his/her official designation in the mission/consular office in the Philippines;
  • his/her expected departure date from the country of origin;
  • expected duration of assignment in the Philippines; and
  • the complete name and designation of the official he/she is coming to replace (or if he/she is an additional official being deployed in the Sending State’s mission/consular office in the Philippines).
  • In the case of qualified dependents: that the visa applicant is travelling to the Philippines to join and live with the principal for the duration of the principal’s assignment.

 

2. Duly filled-out application form

3. One (1) colored photo, 4” x 4”, taken within six months before the date of application with white background, pasted in the designated box in the application form

4. Clear photocopy of the visa applicant’s diplomatic/service/official passport.

5. Supporting documents to establish family ties, marital union, employee-employer relations, etc. as may be deemed necessary, in order to properly ascertain appropriate visa type per existing rules and regulations.

 

NOTE: Appropriate 9E visas can only be issued to arriving FGOs, qualified dependents and members of the official’s household only after the receipt of appropriate authority from the Department of Foreign Affairs in Manila.

A representative of the foreign government official may submit the visa application documents at the Consular Section, upon presentation of a duly-signed letter of authority.

Holders of diplomatic or official passports who intend to travel to the Philippines for personal reasons should apply instead for a 9(a) or 9(b) visa.

A foreign student applying for a 9(f) visa should have the sufficient means to support his or her education in the Philippines, must be at least eighteen (18) years old, and intends to enter the Philippines temporarily and solely for the purpose of taking up a course of higher education at a university, seminary, academy, college, or school duly accredited and authorized by the Bureau of Immigration to accept foreign students.

 

A Student Visa is issued by the Embassy upon receipt of authority from the Philippine Department of Foreign Affairs. The foreign student must apply for admission directly to the school of interest (notthrough the Consular Section) and comply with the relevant admission requirements as prescribed by the school. The admitting school refers the application to the Philippine Commission on Higher Education (CHED) for approval.  If the application is approved, CHED will transmit its approval to the Secretary of Foreign Affairs who in turn sends the authority to this Embassy. REQUIREMENTS:

 

When the Embassy's Consular section has received the authority from the Philippine Department of Foreign Affairs, the foreign student is then required to personally appear before a Consular Officer for interview and to submit the following additional requirements for the issuance of the 9(f) visa:

 

  1. Duly accomplished visa application form
  2. Original passport and photocopy of passport´s data page
  3. One (1) colored photo, 4” x 4”, taken within six months before the date of application, showing a clear front view of applicant’s face, with a white background, pasted in the designated box in the application form.
  4. Original and photocopy of birth certificate with English translation, legalized by the Ministry of Foreign Affairs and authenticated by the Consular Section;
  5. Original and photocopy of affidavit of support executed by parent/s or legal guardian with English translation, legalized by the Ministry of Foreign Affairs and authenticated by the Consular Section;
  6. Two photocopies of parent/guardian’s passport data page;
  7. Original and photocopy of transcript of records with English translation, legalized by the Ministry of Foreign Affairs and authenticated by the Consular Section;
  8. Diploma is required for student applicant who will pursue graduate studies (with English translation, legalized by the Ministry of Foreign Affairs and authenticated by the Consular Section);
  9. Original and photocopy of Medical Certificate (FA Form No. 11) accomplished by a General Practitioner with English translation, legalized by the Ministry of Foreign Affairs and authenticated by the Consular Section. The medical certificate must also include the x-ray film, laboratory reports, etc. The medical examination report is valid only if submitted to the quarantine officer at the port of entry in the Philippines together with the visa application, within six (6) months from the date the examination was conducted.
  10. Original and photocopy of the school's Notice of Admissionwith a clear impression of the school's dry seal;
  11. Original and photocopy of the Certificate of Eligibility of Admission (CEA)issued by the Commission on Higher Education(CHED), if the foreign student is being admitted to a course or degree program where restrictions may exist due to shortage of facilities, e.g. Medicine or Dentistry;
  12. Police clearanceissued by the national police authority in the foreign student's country, with English translation and legalized by the Ministry of Foreign Affairs and authenticated by the Consular Section; and
  13. A non-refundable visa fee of US$250 to be paid in cash and in US dollars only. Authentication fee per document US$25

 

Note:The Embassy's Consular Section is not responsible for determining the scholastic aptitude of the foreign student and shall issue the student visa only upon ascertaining that he or she has been accepted to an accredited Philippine school authorized to accept foreign students and that all requirements above have been complied with by the foreign student. The issuance of the 9(f) visa will be promptly reported by the Embassy's Consular Section to the DFA so that it can in turn inform the school, the CHED, the BI, the NBI, and the NICA.

The Crew List Visa is issued for the entire crew of a registered vessel or aircraft landing in the Philippines.

 

Personnel on the aircraft or vessel whose names are not included in the crew list visa or not possessing a valid individual Philippine entry visa will not be allowed to enter the Philippines.

 

Requirements:

 

1. Copy of Vessel Register showing vessel’s name, official number (IMO) and specification particulars;

2. Copy of the passport of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The passport must be valid for at least 6 months from the date of departure from the Philippines. The copy must be printed on A4-size paper.

3. Copy of the Seaman’s Record Book of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The copy of the Seaman’s Record Book / maritime credentials record must show the page with the latest log entry. The copy must be printed on A4-size paper.

4. Signed letter from the vessel owner, naming the Vessel Master / Captain, identifying the authorized ship agent, requesting multiple entry crew list visa for the vessel’s foreign crew members. The letter must be supported with attachments showing relevant information on the vessel’s multiple port calls.

5. Copy of the crew member´s passport;

6. Three (3) printed copies of the accomplished Crew List Visa application form (refer to the instructions following below).   • Crew Members of not more than 40        US $100.00
  • Crew Members from 41 to 100                US $150.00
  • Crew Members from 101 to 200              US $200.00
  • Crew Members in excess of 200               US $250.00

 

Instructions for the Crew List Visa application form

 

The Crew List Visa application form is downloadable from the Embassy’s website. The application form is a digital MS-EXCEL file which has 2 tabs, i.e. (a) the Details of the Vessel and the journey to the Philippines and (b) complete list of names and details of crew members and passengers. Be guided by the following instructions for accomplishing the Crew List Visa form:

 

  1. The Crew List Visa application form must be downloaded from this Embassy’s website.
  2. The Local Agent may accomplish the Crew List Visa application.
  3. The data entries must be entered directly into the downloaded MS-EXCEL file (not written on the printed copy of the file).
  4. The passport of the Vessel Master / Captain must be used for the Crew List Visa application, even if the Vessel Master / Captain already possesses a valid Philippine visa.
  5. Three (3) copies of the completely accomplished file must be printed on A4-size paper.
  6. The Vessel Master / Captain must review the printed copies and affix his live signature on Section F (Declaration of Captain / Master) of the 3 printed copies.
  7. The accomplished digital file of the Crew List Visa application (the actual MS-EXCEL file, not PDF) must be emailed to the Embassy’s Visa Section (bThis email address is being protected from spambots. You need JavaScript enabled to view it.), titled “CREW VISA APPLICATION”.
  8. The Local Agent must bring the 3 printed copies of the accomplished form to the Philippine Embassy and sign Section G (Attestation of Agent) on the 3 printed applications in front of the consular official receiving the application. The Local Agent pays the required visa fee to the Embassy cashier.
  9. The Local Agent collects the visaed Crew List, which is given to the Vessel Master / Captain for presentation to the Philippine immigration authorities upon arrival in the Philippines.
